OSUN EMERGENCY MEDICAL SERVICES AND AMBULANCE SYSTEM
1.0 ACTIVITIES/ACHIEVEMENTS

Osun Emergency Medical Services and Ambulance System was established to achieve the following Three (3) core mandates:

  1. reduction of carnage along our highways through rapid medical response;
  2. prompt and efficient referral system; i.e. movement of patient across the health facilities;
  3. rendering of 24 hours Emergency Medical response to all forms of Medical Emergency across the State.

2.0 MODUS OPERANDI

a. The Emergency Call Control Unit is opened 24/7 with the responsibility to process distress calls, keep record of accident victims and promptly dispatch an Ambulance closest to the location. The public reach-out to the Agency through the numbers below:

and give information on road traffic accident and other trauma associated cases that require Medical Emergency attention.
b. The Agency runs shifting in such a way that the responders work two weeks in a month and two weeks off at interval.

a. In addition, the Agency has 24 units across Osun State. There are also twelve (12) tricycles, of which eleven (11) were allocated across the senatorial districts to serve the inter-land, while the remaining One is kept at the head office for back-up. One specialized Toyota Hiace MICU Ambulance is at the head office for critical referral purposes.

3.0 ACHIEVEMENT OF THE AGENCY FROM 27TH NOVEMBER, 2022 TILL DATE

  1. The Agency has been able to save approximately 3,423 lives and referred about 195 patients;
  2. The Agency has taken delivery of about 101 babies;
  3. The Agency has taken care of almost 944 Road Traffic Accidents (RTA) victims between January, 2025 till date, whose relatives were not available until they showed up;
  4. attainment of 5-10 minutes response time to any medical emergency within the State;
  5. 2- weeks Capacity Building of Paramedics and drivers based on availability of funds in collaboration with Accident and Emergency Unit of UNIOSUN Teaching Hospital, Osogbo in modern way on basic and advanced life saving skills, Trauma, Resuscitating Techniques, Managing Head Injury and Oxygen Administration, Emergency Labour Delivery/ Pediatrics Care, also on Traffic management/ Emergency Vehicle Driving Laws and Vehicle Auto-care;
  6. Renovation of four emergency medical treatment centre located in Ikirun at Ifelodun LG, Sekona at Ede Sount LG, Ikire at Irewole LG and Kajola at Atakunmosa West LG;
  7. Repairs of five grounded Transit Ford and two Jingle bell ambulance vehicles;
  8. Production of Seven Hundred New customized staff uniform for the agency;
  9. Purchase of 1 Corolla and 1 Siena for utility and operational use;
  10. More efficient and improve Medical Emergency service delivery.

Osun State Drugs And Medical Supplies Management Agency

Achievements of the Present Administration

  • Establishment of the Agency in December 2024, with enabling bill passed and assented into law in March 2025.
  • Operationalization of the Agency with commencement of drug supply to health facilities supported by the Osun State Health Insurance Agency in May 2025.
  • Expansion of supply coverage from 34 Secondary Health Facilities in June 2025 to 40 Facilities by December 2025.
  • Onboarding of 332 Focal Primary Health Care Facilities, ensuring access to safe and quality medicines at the grassroots level.
  • Institutionalization of the Agency as the State’s pharmaceutical hub, guaranteeing efficient procurement and distribution of safe, cost-effective medicines.
  • Establishment of the Agency as a regulatory checkpoint against counterfeit and substandard drugs in the State’s public health system.
  • Introduction of standardized pricing mechanisms, ensuring uniform and cost-effective drug prices across urban and rural health facilities.
  • Revitalization and strengthening of Drug Revolving Fund (DRF) operations across secondary health facilities.
  • Elimination of stock-outs and improved availability of essential medicines across public health facilities.
  • Implementation of a prompt dispatch system with a strict 24-hour delivery timeline to prevent stock-outs and ensure responsive supply.
  • Digitalization and automation of operations through an Inventory Management Application for seamless ordering by public health facilities.
  • Ongoing collaboration with UNICEF for the construction of a pharmaceutical-grade warehouse to strengthen storage capacity and supply chain management.
HOSPITALS MANAGEMENT BOARD

Achievements of the Present Administration Hospitals’ Management Board

The Hospitals Management Board is an essential part of the Osun State Health Sector, providing restorative and protective medical services across fifty-eight (58) secondary health facilities in synergy with the Governor’s agenda.

Key Achievements

  • Replaced PPP model with the Drugs and Medical Consumables Management Agency (DMA), expanding drug dispensing facilities from 9 to 35.
  • Sponsorship of a Pharmacist to the 2024 International Pharmaceutical Federation (FIP) Conference in Cape Town, South Africa.
  • Provision of oxygen plants at State Specialist Hospital, Osogbo and State Hospital, Iwo (UNICEF & FMOH collaboration).
  • Opening of 7 toilets at Trauma/Emergency Centre and 120-bedded building at State Specialist Hospital, Osogbo.
  • Donation of oxygen plant and generator to State Hospital, Iwo (UNICEF & FMOH).
  • Solar light installation at State Hospital, Iwo (Federal Government).
  • Conversion of State Hospital, Ilesa to University of Ilesa Teaching Hospital.
  • Renovation of 7 wards at State Hospital, Ede with new beds, screens, and ultrasound machine.
  • Regular payment of consumables allowance to Medical Laboratory Department.
  • Donation of electrophoretic machine by Akande Hydrochem Automated Limited.
  • Re-opening of General Hospital, Okuku and Comprehensive Health Centre, Ibokun.
  • Promotion of Health Records staff: 7 preferments, 46 promotions in 2025, 33 compiled for 2026.
  • Sponsorship of 8 Health Record Officers to professional development and national conference.
  • Free medical outreaches across 9 Federal constituencies, benefiting over 50,000 residents.
  • Expansion of Osun Health Insurance Scheme (OHIS), enrolling 29,000 pensioners and thousands of residents.
  • Payment of salaries, addressing half-salary debts, and approval of new minimum wage.
  • Approval of regular promotion exercises for all staff categories.
  • Revenue generation exceeded target: N104,944,540 achieved Jan–Aug 2025 vs. N98,800,000 target.
  • Accreditation of Physiotherapy and Medical Rehabilitation Departments at Osogbo and Ede for training interns.
  • Appointment of 10 new Locum Consultants at State Specialist Hospital, Osogbo.
Osun State Board for Technical and Vocational Education

Bureau for People with Disabilities

ACHIEVEMENTS OF THE PRESENT ADMINISTRATION TILL DATE IN THE BUREAU FOR PEOPLE WITH DISABILITIES

  • Assent to Osun State Discrimination Against Persons with Disabilities (Prohibition) Bill, 2024 into Law on 10th June, 2024 and the establishment of Bureau for People with Disabilities on 2nd January, 2025.
  • Celebration of International Disability Day on 3rd December, 2025 with the distribution of Point of Sale (POS) machines to Two Hundred and Fifty (250) People with Disabilities as empowerment materials.
  • Inclusion of People with Disabilities in the State Teaching Recruitment Exercise.
  • Provision of free healthcare services to all categories of Persons with Disabilities across the state.
Osun State House of Assembly Service Commission

Achievements of the Osun State House of Assembly Service Commission

(A) Appointment of Political Heads

  • Governor Ademola Adeleke’s administration officially appointed Osun State House of Assembly Service Commission Members on 13th November, 2023.
  • Governor Ademola Adeleke made history in Osun State by approving the law allowing the appointment of three (3) deputy clerks to the State House of Assembly.

(B) General Staff Welfare

  • Prompt payment of salaries/allowances: Governor Ademola Adeleke has been making tireless efforts to ensure the welfare of workers by prompt payment of monthly salaries/allowances, leave bonus, and payment of the backlog of half salaries owed by the past government.
  • Distribution of official vehicles to Permanent Secretaries: The administration distributed official vehicles to Permanent Secretaries, with the Permanent Secretary of Osun State House of Assembly Service Commission as a beneficiary for the first time.

(C) Training of Osun State Workers

  • Approved in-service training for forty-one (41) staff at various institutions of learning.
  • Conducted a 3-day in-house training programme for all staff categories, numbering four hundred and twelve (412), themed “Towards Ensuring Effective and Efficient Legislative Service Delivery in Osun State.”

(D) Provision of Office Equipment

Governor Ademola Adeleke’s administration approved and released funds for the procurement of air conditioners and ICT equipment, enhancing administrative convenience and effective service delivery.

(E) Approval of Promotion As At When Due

The administration has ensured timely approval of civil servant promotions, ensuring efficiency and proficiency in the administration. There has been no backlog of promotions since the administration took over.

Osun State Independent Electoral Commission

Here under are the achievements of the Commission so far:

  • Renovation of Office Facilities across the Commission to enhance operational efficiency and Staff Productivity.
  • Renovation of Conference Hall and Provision of Conference tables and chairs.
  • Successful Conduct of Local Government Election in accordance with Statutory Provision and Electoral Guidelines on 22nd February, 2025.
Osun Waste Management Agency

ACHIEVEMENTS OF OSUN STATE GOVERNMENT IN RELATION TO WASTE MANAGEMENT AGENCY

Since inception, the Osun State Government has made significant achievements in waste management through the Osun Waste Management Agency (OWMA). These achievements include the following:

  1. Ensuring cleaner environment through prompt waste collection and disposal to government maintained dumpsite: The State Government under the leadership of His Excellency Senator Nurudeen Ademola Jackson Adeleke’s administration was able to achieve this through total commitment to the prompt payment of quarterly fuelling and maintenance of the waste collection trucks thereby ensuring continuous neatness of our major cities in the State.
  2. Reduction in illegal dumpsites: By giving the desired attention to environmental health and general wellbeing of its citizens, the current administration effectively reduced cases of illegal dumpsites via continuous monitoring and surveillance by the State Environmental Health Officers.
  3. Waste to Energy Initiative: The State government via Public Seminars & Workshops empowered youth and women with necessary skills to transform waste to wealth. The outcome of this initiative is the picking and selling of plastic bottles which has empowered some youths and women to make daily income.
  4. Partnership with private waste Contractors: The current administration also created cordial relationship with PSP for efficient waste collection and disposal.
  5. Enjoyment of Promotion as at when due by all categories of officers in the Agency.
  6. Sponsorship of Senior Officers to their various annual professional conferences on yearly basis since the inception of the Administration.
  7. Regular and prompt payment of salaries, leave bonuses and other allowances of the staff of the Agency.
Water Regulatory Commission

Achievements of the Osun State Ministry of Transportation

The Ministry of Transportation has the mandate to ensure safe, efficient, and sustainable transportation systems that drive economic growth and enhance lives of citizenries in the State as well as environmental responsibilities. With lots of objectives of the Government in the establishment of Ministry of Transportation, the State government has been able to achieve the following in the last three (3) years of present administration in the State:

  • Upgrading the Office of Transportation: The defunct Office of Transportation was upgraded to the Ministry of Transportation for world best practices in the Transportation Sectors.
  • Establishment of Computerized Testing Station: Presently, two (2) Computerized Testing Stations have been established on Public Private Partnership (PPP) basis to checkmate unworthy vehicles on our roads in the State to reduce crashes/accidents.
  • Introduction of Drivers Theory Testing (DTT): In line with the best practices, Drivers Theory Testing (DTT) was established in all the FRSC Capturing Centres in the State to improve the issuance of drivers’ license to qualified drivers in the State.
  • Deployment of Osun State Traffic Marshals: Osun State Government approved deployment of Traffic Marshals to ensure free flow of traffic on major roads in the State.
  • Upward review of the Monthly stipends for Ad-Hoc Staff which includes Temporary O-TRAM and Imole De staff members.
  • Monthly remuneration of Vehicle Inspection Officers (Volunteers).
  • Imole De Palliative Bus Initiative: Transformation of “Omoluabi Scholar Buses” to “Imole De Buses” – Under the visionary leadership of Mr. Governor, the Ministry has diligently carried out repair and rebranding work on 19 Omoluabi Scholar Buses, which was recently unveiled as Imole De Buses. Presently, the Buses have started operation in some major cities in the State, namely; Osogbo, Ede, Ife, Modakeke, etc. while works are ongoing for extension of these services to other cities, as well as rebranding of the Omoluabi Buses earlier attached to Government Schools in the State.
  • Compressed Natural Gas (CNG) Conversion and Adoption Initiative: The State has been in a public private partnership talks with Nigerian Institute of Transport Technology (NITT), Zaria including a local CNG firm. When concluded, it is believed that the effort will be of great benefit to the people of the State. The plan also includes PPP acquisition of CNG powered buses to expand the transport palliative in operation across the State.
  • Osun State Transport Management System (OSTMS): This is a one-system ticketing approach across the State for Commercial Transporters (Motor Vehicle Wing and Cycle Wing) with triple objectives; Securing Motor Parks, Job Creations for the ticketers; and Improved Revenue Generation.
